  • Economic Development
    Alter the state's method of calculating award of economic incentives to counties from per capita income-based to average regional wage rate-based.

    Support state legislation to allow Limited Liability Corporations (LLCs) access to state and local economic development incentives.

    Amend South Carolina's incentives qualifications for headquarters relocation so that incentives are available as long as a minimum of 10% of corporate payroll is dedicated to HQ employees who earn 2 times state per capita income.
  • Education Quality and Funding
    Advocate for reform of the current state funding formula that is based upon a tax paying ability index that was altered in the 2006 property tax reform bill.

    Support efforts to ensure that no school district receives less than 50 percent of the per student base allocation from the state each fiscal year and oppose any effort that does not fully fund public education on a fair and equitable basis for all children.

    Support state legislation which would include average wage rates in the formula for calculating tax paying ability as used to determine state allocation for public education funding.

    Support state legislation to allow local school impact fees on future development to be collected to meet the demands of growth.

    Support expanding the pilot 4-K project statewide with state funds.

    Maximize federal, state, and local support for our post-secondary education institutions.
  • Jasper Ocean Terminal
    Urge the US Congress, state legislatures of South Carolina and Georgia, the Jasper Ocean Terminal Joint Project Office (JPO), the U.S. Army Corp of Engineers, and other parties to quickly move forward in the approval and permitting process to advance the construction of a port terminal in Jasper County.
  • Real Estate Transfer Fee
    Support legislation permitting local governments to assess a transfer fee on the sale of real estate provided that the use of such fees is restricted to those uses currently allowed within the Town of Hilton Head Island.

    Support and advocate for the vitality and safety of both the Hilton Head Island Airport and the Savannah/Hilton Head International Airport before federal, state, and local officials.
  • Transportation
    Support redirecting all highway user fees that are currently being diverted to the General Fund to the SCDOT Highway Fund.

    Support requiring some measure of "tourism" being included in the formula for determining funding for local road improvements and maintenance.

    Support state legislation that provides increased funds for highway construction, maintenance and public transportation, including increasing motor fuel user fees and indexing motor fuel user fees.

    Support improving and widening I-95.

    Support completion of the Bluffton Parkway from the Hilton Head Island bridges through Bluffton, extending to Highway 278 (a), to I-95.

    Support a public-private partnership for landscape and maintenance of the Highway 278 corridor.
